Default Singulair

Hi my 3 year old daughter has been suffering from occasional cough but each cough "attack" would last more than a week. We went to our family physician who prescribed her with Singulair but said she is not asthmatic. This medication works wonders. She recovered within the next couple of days after starting on the medication. Recently, we went to another physician who shared that Singulair is a steriod which is not suitable for children who are not asthmatic. Now i'm very confused. Is singulair a steriod which is then not suitable for my 3 year old daughter who is not an asthmatic? But it seem that all other cough medication does not help relieve her once her cough attack starts.
